<p>Some 3.1 million young adults ages 18 to 24 were enrolled in community college in October 2007, a number that by 2008 climbed to 3.4 million, the Pew Research Center reported. In Michigan, community college enrollment accounts for 44 percent of all U.S. college enrollments, according to a WWJ Radio Great Lakes IT Report.</p>

But this new enrollment peak comes at a time when a record proportion of young adults have graduated high school or completed an equivalency test, when dropout rates are low and when unemployment is the highest it&#8217;s been in more than a quarter of a century, according to the research center. Additionally, displaced workers are setting out to change careers, and new government incentives, such as a Post-9/11 GI Bill, are encouraging people to return to school, according to the Great Lakes IT Report.</p>
<p>A Bureau of Labor Statistics report forecasts that occupations requiring some advanced <a title="education" href="http://philjaelearning.org">education</a> are to experience higher growth rates into 2018 than those that call for on-the-job training and that positions requiring associate degrees category are to see higher growth rates. <p>The Boston Globe recently reported that financial aid opportunities, such as the Pell grant program, will be receiving a welcome amount of funding over the next few years. This is thanks to a recent bill giving the go-ahead to an overhaul of the entire student financial aid system, which was signed recently by President Obama. <p>A Pell grant is federal money awarded to students who need financial aid to afford college. To qualify for a Pell grant, the student&#8217;s family cannot have an income above sixty thousand dollars a year. Still, even if you hold down a regular job while going to school, that doesn&#8217;t stop a landlord wanting the rent the first of the month. This lack of finances is a leading reason why many students drop out in their first two years.</p>
<p>Don&#8217;t think the government isn&#8217;t aware. As it happens, the Board of <a title="Education" href="http://philjaelearning.org">Education</a> has developed a supplemental grant for those with extreme needs. One of these programs was launched in 2006. The Academic Competitive Grant (ACG) can provide a freshman up to $750 in addition to the Pell. A sophomore can get even more, up to $1,300. For third year or higher students, there is a different program, called SMART. <p>This grant does come with some provisos. For starters, a candidate must fill out a FASFA form and apply for the Pell. From there, the Board of Education decides if the applicant is entitled to the ACG. If so, it will send out an additional questionnaire that must be filled out.</p>
<p>Getting the grant doesn&#8217;t happen overnight either. One must be a U.S. citizen or legal resident and take a minimum of a half-semester&#8217;s worth of courses. While the money is supplemental to the Pell Grant, the total sum granted by both can&#8217;t exceed the cost of going to the university of choice. These monies are to be used for educational purposes.</p>
<p>Speaking of the <a title="college" href="http://philjaelearning.org">college</a>, it must have an accredited program. High school is also important. The ACG require the student also go to a state recognized secondary school system. While the rules have been modified to allow for home schooling, there are two important provisos there. The first the home school must be recognized by the student&#8217;s local state. The second is the level of study must meet federal standards for &#8220;rigorousness&#8221;, i.e., it must cover certain basic points in science and the arts.</p>
<p>A student must also be planning to further his or her education in a predetermined group of curricula. The number of possible degrees a student can go for is pretty broad, and includes just about every form of science, tech, engineering, math, teaching and a number of liberal arts. At the same time, the Pell is only under $6,000 and that might not cover the entire amount of tuition and fees, much less the other costs of living while going to school.</p>
<p>What many don&#8217;t realize is there is another federal grant, one that was actually created before the Pell. Since 1966, the Supplemental Educational Opportunity Grant, or the SEOG, has been handing out grants. Those who receive it can get as much as an extra $4,000 per year. In fact, last year the federal government gave out $700 million SEOG grants. The only program that gave out more was the Pell. <p>To apply for the SEOG, one must fill out the FASFA form just like the Pell. The same document can be used for both programs. As is probably known, the FASFA will ask about such things as both the student&#8217;s and the parent&#8217;s financial status, their expenses, and such things as what their education will probably cost. This is especially relevant to the SEOG, as it considers outside grants, and by that we aren&#8217;t just talking the Pell, but from elsewhere.</p>
<p>Where things start to differentiate the Pell from the SEOG starts now. The SEOG applicant must meet some additional factors. For starters, U.S. citizenship is mandatory. Next, that what the Pell Grant hands out still doesn&#8217;t meet basic school costs. It should also be noted that the SEOG are only for Associate&#8217;s or Bachelor&#8217;s degrees. Another thing is the applicant has to have acceptable grades both before and during their college years.</p>
<p>Students who dropped out from college once can still be eligible for additional SEOG money. Also, very important for students going back to school after dropping out is that they must not be in default with any college loan (or loans).</p>
<p>If the Board of Education determines the student is eligible there are still some hoops one must jump through. The check doesn&#8217;t go directly to the applicant. Instead, the school sets up a bank/credit account in the student&#8217;s name. From there, whenever a term begins, the Board of Education issues a check to the student via the college. The student then signs over the check, which is deposited to the account as payment for the tuition. This assures the monies go for the education for which they are earmarked.
